Having problems getting past level 77. Cannot find out subjects of quests "Sampling Life" & "Nature of Evolution"

Your 1st Wisplight garrison is owned by your faction, turning the Questmobs into the "Raging" versions that don't count. Luna Instance till 78, then spam Udas to 80.

just do steel rake event a couple of times with xp buff then udas as mentioned above

Since the needed mobs aren't there, you just skip those quests. There are other ways to level 80.
