In Discord chats, numerous (former) CMs have noted that these rules only apply to retail servers. But there isn't any specific discussion regarding the classic version. As such, it seems everyone needs to assume these rules could cover any server or game variant.

I can't comprehend why a "multi-account" is portrayed as "accounts being logged on simultaneously". There are numerous instances from Gameforge titles where players faced bans due to the T&C rule because they exceeded one account usage. Irrespective of simultaneous online presence. The T&C themselves clearly refute the definition. Thus no, against your Discord pronouncement, Drestam this doesn't seem self-evident. It misleads if you declare it's banned, except for simultaneous logins. Yet, this specific detail isn't found in the additional game regulations, rendering the T&C ineffective by default.
By the game rules and T&Cs, using a single account on Classic servers isn't outright barred (excluding specific methods). However, if deemed unallowed, rule updates are necessary. Making claims on Discord without a real basis and potentially penalizing players over a non-existent rule... is quite dubious. If Classic needs additional game regulations, then they should be drafted. It's been a month, and although this doesn't affect me directly, it's quite an apparent issue.
