skills on new commodore gear

A question for all you mathematics, scientists, pros and specialists out there:

You can reroll skills on new commodore gear in 3 different skill steps, I, II and III. Different skill steps of one skill have different effects and appear as different skills in skill list.

When I have e.g. Survival Instinct I on shoes (9% chance for 600hp/500mp) and Survival Instinct II on gloves (10% chance for 600hp/550mp) and Survival Instinct III on chest (11% chance for 650hp/550mp), do I have seperate chances of skill progs with each attack or not?
