If I recall correctly, it was meant to be some anti-bot measure. After enough complaints, it was supposed to show up and deal with bots ... Not sure how effective or operational it is these days.
That said, I'm a tester for Aion Riftshade and that's one server where they've nailed anti-botting! With a solid server-side anticheat, bots aren't an issue there. If you're tired of ambiguous systems, keep an eye out for Aion Riftshade's launch in Q1 2026.
