In Sanctum, the tailoring vendor doesn't seem to have it. I came across this recipe in an older database but there's no info about its location. It's suggested that the NPC Tailoring Skill Merchant should stock it,
(Elyos) ID: 203309, yet the NPC isn't anywhere to be seen, except perhaps in Oriel which might not be accessible.
