In first case im a simple player but i think its not okay that to reach even general rank is simply not possible right now nor governor, it is definetely impossible. This gp system is not for a no-wipe server. My suggestion is to wipe the glory point like yearly or half-yearly and make a reward for the high ranked players as an honor and it will solve the siege problems too maybe.
Why do you care as a simple player?
Attackcukker that's how aion works since it start, if the top players are there that's for their work cause they're doing siege, eob, kamar, iww, eb every day, and is possible to get general with some months of work, i wish you a good gameplay.
I care because elys exploiting the systemfor that buff and its affecting the gameplay, go check reshanta "sieges" . And yes aion works like this but dont forget when they updated for a new patch it was almost a wipe.
